Call Summary The City of San Antonio seeks professional qualifications from area, state, and national artists for potential public art projects. The FY2018 Pre-Qualified List is used to select public artists for upcoming commission opportunities to create new public artworks in conjunction with City-funded and bond-funded capital improvements. To better diversify our pre-qualified list and select artists with a wide range of qualifications, applicants are encouraged to complete the optional demographic questionnaire section of the application. Once approved by City Council, all pre-qualified artists remain eligible for contract opportunities over a two-year period. Artists who were approved in FY2017 need not apply. Those who previously applied to this call and were not selected are encouraged to update their previous applications and reapply. Public Art Mentorship Course: Cultivating area artists’ participation in the City’s pre-qualified list is critical to the success of public art in San Antonio. Therefore, Public Art San Antonio (PASA) will select applicants from the San Antonio area to participate in a Public Art Mentorship Course. The course will be led by experienced artists and administrators to advance the applicants’ professional public art development. Artists must attend two Saturday sessions (Sep. 9 and Sep. 23, 2017) and complete an interim assignment. Completion of the course will result in two year pre-qualification. This is a one-time opportunity.

Budget Description The City of San Antonio is implementing a comprehensive public art program that encompasses ongoing Capital Improvement resources, the new 2017-2022 Bond Program, non-bond public art projects, and special initiatives and will utilize the Pre-Qualified Public Artist list generated by this call. Individual public art budgets range from small to mid-size projects (Ex: <$50,000 to $150,000), to large scale commissions (Ex: $150,000 and above).

Project Description Public art commissions include projects designed to improve and enhance new or existing City parks, plazas, streetscapes, and facilities. Acquisition of existing art pieces is also a possibility.

Artwork Goals PASA’s goal is to create enduring art experiences by commissioning public art that enriches the cultural landscape of the City of San Antonio, generating pride and a strong sense of place.

Artwork Location Description Locations will vary by project opportunity within the City of San Antonio.

Site History The City of San Antonio is the seventh most populated city in the country and the second most populated city in Texas. San Antonio is home to over to 1.4 million residents and welcomes 31 million visitors a year. The City’s permanent public art collection is comprised of artworks by area, national, and international artists that contribute to San Antonio’s culture and vitality. In 2018, the City will celebrate the 300th anniversary of its founding with a variety of commemorative projects reflected within the artistic and cultural realms. Eligibility All practicing professional artists working in any media and who reside in the United States are eligible to apply. Artists may apply and be considered as an individual, as part of a team, or both. To be eligible, applicants are required to identify as an Emerging Public Artist, Mid-Career Public Artist, or Established Public Artist in order to best represent the applicant’s level of experience (artist teams must use the team members’ highest attained level of experience). Emerging Public Artists show professional achievement and are developing qualifications that show significant potential in the public art field. Experience includes a minimum of one relevant completed project with a budget up to $10,000. Mid-Career Public Artists are recognized in their fields and have a track record of exhibits and completed projects in the public art realm. Experience includes a minimum of five relevant completed projects with a budget up to $100,000. Established Public Artists lead the field of public art as evidenced by their career accomplishments and installations in a variety of scales, media, and locations. Experience includes a minimum of ten relevant completed projects with budgets over $100,000. Emerging Public Artists based in the San Antonio area are eligible to be considered for the Public Art Mentorship Course. Please indicate your interest in participating in the Public Art Mentorship Course in your application’s Artist Statement. Selected artists approved for the FY2018 Pre-Qualified List will be asked to complete a litigation disclosure form and discretionary contracts disclosure form. Both forms are available for review on www.getcreateivesanantonio.com/publicart. All submissions must be submitted by Wednesday, August 16, 2017 4:30PM Central Daylight Time through www.publicartists.org/pasa. Late submissions will be automatically disqualified.

Selection Information

Selection Process A selection panel will be responsible for reviewing and evaluating applications resulting from the City’s annual call for public art qualifications. The panel's proposed pre-qualified list will be recommended to the City’s San Antonio Arts Commission for final consideration and ultimately approved by the City Council. Notifications will be delivered to applicants by email after City Council approval. Additionally, pre-approved applicants will be notified when they are being considered for specific projects. Inclusion in the pre-qualified list does not guarantee selection for a public art contract. Once approved, all applicants agree and acknowledge that they will not contact any member of City Council regarding potential contracting opportunities available to those on the approved list. Such contact may result in partner’s removal from the approved list and disqualification from eligibility for a contract award. Public Art Mentorship Course: PASA will select artists based in the San Antonio area who have yet to be commissioned for a City public art project and whose applications (resume, portfolio, and artist statement) illustrate professional achievement and significant potential in the public art field. Artists must confirm availability to complete the two day course, which will be held on Sep. 9 and Sep. 23, 2017.

Timeline The Pre-Submittal Workshop will include an overview of the FY2018 Call for Public Art Qualifications and will be held on Tuesday, August 1, 2017 in the Plaza de Armas Gallery (115 Plaza de Armas, San Antonio, TX 78205) at 5:30pm.
