| Project Description To meet the growth and improve the visibility of Lamar State College-Orange, the College will build a new Academic Building. It is intended to actively advance the College’s ability to provide excellence through education via new lecture classrooms, computer classrooms, science labs, and student gathering spaces. The new approximate 54,900 square foot two-story building will provide additional instructional spaces for the growing student body and future academic growth in the sciences and allied health disciplines. The building orientation was determined so that the main entry would align with the sidewalk that transverses the entire campus from the Shahan Events Center to the new Academic Building. The new Academic Building completes the northwest corner of campus along Green Avenue thereby clearly defining the central campus quadrangle and allowing existing circulation paths to be extended to the east. The new elevated patio will provide an outdoor gathering space and allow connection to the previously constructed Gatemouth Plaza. |

| Site History In the fall of 1969, Lamar University opened its first extension center in Orange, Texas, with classes held in the old Tilley Elementary School. In 1971, the Texas Legislature passed legislation enabling Lamar University to operate a two-year educational center, thus removing the extension status and allowing students to take two full years of coursework on the Orange campus. In 1971, the building was destroyed by fire, and a spirited community-wide fundraising effort netted more than $250,000 for the purchase of the former Sabine Supply Company building, located at 410 Front Street in Orange. Classes began at this location in fall 1971. Since that time, facilities, enrollment and course offerings have grown steadily. Academic programs are offered in four divisions: Arts and Sciences, Business and Technology, Allied Health, and Education. The Texas Legislature authorized the creation of the Lamar University System in 1983. In 1991 the Texas Legislature provided degree-granting authority to Lamar University-Orange. Lamar University-Orange, along with sister institutions in Port Arthur and Beaumont, was merged with the Texas State University System (TSUS), effective September 1, 1995. During the 1999 legislative session, Lamar University-Orange was officially renamed Lamar State College-Orange. Lamar State College-Orange is the college of choice serving Southeast Texas and Southwest Louisiana as an exemplary place of learning. | Eligibility • Age 18 or older • Professional artist: A practitioner of visual and/or interdisciplinary arts, at any stage in their career, whose work is recognized by peer artists to demonstrate serious intent and ability, who has a body of work and has made art creation a focus of their practice. • Lives or works in the Southwest Region (Alabama, Arkansas, Colorado, Florida, Georgia, Louisiana, Mississippi, Montana, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming) Preferred Qualifications • Exhibited in a museum • Held in a museum collection |

| Selection Process Open Call Request for Qualifications. Due to the construction timeline and budget of the project, this commission opportunity will be open to public artists living and working in the Southwestern states’ region (Alabama, Arkansas, Colorado, Florida, Georgia, Louisiana, Mississippi, Montana, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming). The Committee on Public Art (CoPA) will narrow the list of artists who applied and the Director of Public Art will request paid proposals from the shortlist. Shortlisted artists will be notified via email and phone. The shortlisted artists will submit their proposals and be present for interviews with the CoPA. Paid Proposals will include: • Written concept of artwork. • Conceptual design with site-specific preliminary rendering and approximate dimensions. • Model and/or material sample of proposed work (TSUS will keep all models until a final award is made. Selected artists’ model becomes part of the TSUS Public Art Collection. If you are not selected, please include return shipping materials and payment.) • Draft breakdown of budget including any artist fee, travel, anticipated engineering, materials, fabrication, shipping, installation, foundation, insurance, post-install professional photography, lighting, etc. TSUS is tax-exempt. • Tentative timeline. • Anticipated maintenance requirements. • Examples of completed artworks of a budget to what is being proposed. Interviews will include 15 minutes for the artist presentation and 20 minutes for 6 questions transmitted to the shortlisted artists prior to their interviews. The CoPA will choose one selected artist and one alternate for review by the Institution President and Chancellor of the Texas State University System . |
