Call Summary
The Arts and Culture Department, in collaboration with Phoenix Sky Harbor International Airport, seeks to commission signature works of art as part of the construction of a new Terminal 3 North Concourse that acts as a front door for travelers to the city and state. The project offers several opportunities to integrate major artworks into the building architecture and create stand-alone landmarks that can be experienced from multiple perspectives inside the terminal. The selected artists/artist teams will be required to work closely with the design team to incorporate the artwork into the terminal design and construction documents.

The Arts and Culture Department seeks applications from professional artists, and artist teams, working in a variety of media and artistic approaches who will be responsible for the design and implementation of the artwork.

General locations for artwork have been identified however final placement of artwork will be determined based on a collaborative design process. The content of the artwork must be suitable for public consumption and should avoid political statements.
 
Budget Description
The all-inclusive budget for the Phoenix Sky Harbor International Airport Terminal 3 North Concourse public art projects, in total, is not to exceed $4,250,000. This includes all costs related to the completion of the project, including but not limited to, community outreach, design development, structural engineering, fabrication, and installation of the artwork.
 
Artwork Goals
Artwork commissioned for these opportunities must meet the following goals. The artwork should:
• Elevate the passenger experience with bold artistic statements that reflect and celebrate the unique culture of Arizona
• Make traveling more enjoyable by creating immersive and memorable spaces
• Support the project’s goal of creating a sense of place with a “light and bright” ambiance
• Utilize resilient and sustainably sourced materials
• Seamlessly integrate into the architectural design of the airport expansion
 
Artwork Location Description
Terrazzo Flooring
Terrazzo flooring will be used in multiple locations throughout the project including the Concourse, Terminal 3 Connector Bridge, and Terminal 4 Connector Tunnel. Artists commissioned for these opportunities will be responsible for the design of the flooring and oversight during construction; the flooring will be installed by the general contractor.

Concourse
The new concourse will be approximately 140,000 square feet of floor area, over three levels. The passenger level (located above the apron level which provides support functions to airlines) contains gate lounges, concessions areas, restrooms, and other public-facing amenities. Artwork located in the passenger level of the concourse could include suspended artwork that incorporates acoustic solutions, digital or technology-based artwork, glazing, and interior wall treatments.

Terminal 3 Connector Bridge
A pedestrian bridge will tether the new concourse with the existing Terminal 3 processor (or lobby). The bridge is approximately 30,000 square feet of floor area and blends into the massing of the new concourse. It allows for exterior views of the surrounding mountains to the north and visual connectivity to processor, reinforcing a sense of place. Artwork located in the bridge could include glazing, suspended artwork, interior wall treatments, sound, and digital and technology-based artwork.

Terminal 4 Connector Tunnel
A pedestrian tunnel will provide a secure side connection between terminals, spanning over 1,000 lineal feet. The tunnel will enhance the passenger experience with a direct pathway between the new Terminal 3 North Concourse and Terminal 4 North Concourse. Artwork located in the tunnel may include lighting, glazing (at connection points), interior wall treatments, suspended artwork sound, and digital and technology-based artwork.
 
Site History
The Phoenix Sky Harbor International Airport welcomes over 130,000 passengers every day. The new North Concourse at Terminal 3 will be approximately 140,000 sq ft over three levels and will add six gates to the terminal. In addition, two new connectors will link the new concourse with Terminal 4, and other areas of Terminal 3, for easier transfers. These new gates and their added capacity will significantly improve the overall operation of Terminal 3.

The experienced design team of HOK and DFDG Architecture is charged with creating a faster, easier, and more enjoyable travel experience for all passengers in the concourse with an emphasis on maximizing the exterior views of the surrounding mountains. The design of the concourse will include a central marketplace and feature an abundance of natural light. The design is currently in the schematic phase.

The vision of this project is reflected through four key characteristics that define the experience and operation of Terminal 3. These characteristics will be achieved through a simple, intuitive, and humble design concept.

1. Provide a great user experience for passengers and staff
2. Design for flexibility and future-proofing
3. Develop a holistic sustainability approach
4. Leverage technology-driven innovation
 
Eligibility
This project is open to all professional artists, at least 18 years of age, living in the United States with the demonstrated ability to meet the stated criteria regardless of race, ethnicity, or gender. Artists who have no previous public art experience are encouraged to apply as a team with an experienced artist or design professional. Artists applying as a member of a team are not eligible to also apply as an individual.

Selection Information
Selection Process
A selection panel will be convened to review the applications received and make recommendations to the Arts and Culture Commission. Members of the panel may include art and design professionals, subject matter experts, community members, members of the project design team, or City staff. Arts and Culture staff will facilitate the selection process.

At least one artist will be selected for each of the artwork opportunities listed above. The panel may conduct interviews with selected finalists, or request proposals (for a stipend), before making a final recommendation to the Arts and Culture Commission.

The final recommendation of the selection panel will be reviewed by the Arts and Culture Commission; a subcommittee of the City Council; and the Mayor and City Council prior to the award of any contracts.
 
Selection Criteria
Responses to this RFQu should be concise, well-organized and provide the requested information. Applications lacking the necessary information, or submitted past the deadline, will not be considered.

During the evaluation process, applications will be scored using the following criteria:

1. Demonstrated artistic quality of previously completed work
2. Demonstrated experience in collaborative design work
(This can be described in your Letter of Interest or Resume and does not have to be art related.)
3. Potential to create an impactful design suitable for this project
4. Demonstrated experience or expressed interest in using resilient and sustainably sourced materials
