Call Summary
A professional artist/artist team opportunity to design 6 to 8 site-specific artwork panels that will subsequently be fabricated as permanent laser cut metal banners that will be installed on light poles along Bell Road between I-17 and 7th Avenue.
 
Budget Description
The all-inclusive budget for design and fabrication oversight is in the amount of $30,000, which is inclusive of all costs associated with the completion of the design work and fabrication oversight, including but not limited to artist design fees, travel, taxes and insurance, community outreach, research, and design development and documentation.All costs associated with fabrication and installation of the artwork are separate from this project scope of work and budget.
 
Project Description
The Phoenix Office of Arts and Culture, in partnership with the Street Transportation Department, Neighborhood Services Department, and the Bell Road Business Alliance, seeks to commission a professional artist or artist team to design 6 to 8 site-specific artwork panels. The designs will subsequently be fabricated as 2’-6”W by 6’-0”H laser cut metal banners that will be installed on street light poles along the south side of Bell Road from Black Canyon Freeway (I-17) east to 7th Avenue. The image below shows the project area.
 
Artwork Goals
• Neighborhood Beautification: Artwork should reflect and celebrate Bell Road corridor’s unique character and history, instill a sense of pride in the community, beautify the city’s streetscape, and promote neighborhood revitalization. Key characteristics of the project area include:
o Commerce
o Longstanding site of car dealerships “auto row”
o Horses racing
o Close knit and engaged residents/families within nearby residential neighborhoods

• Visual Branding: The artwork should be designed to establish a distinct visual identity for the corridor, contributing to its unique character and creating a cohesive brand for the space.
 
Artwork Location Description
Bell Road from Black Canyon Freeway (I-17) east to 7th Avenue
 
Site History
This corridor is a longstanding site of commerce, a horse race track, and car dealerships, with residential neighborhoods just north and south along Bell Road.
 
Eligibility
This project is open to all professional artists, at least 18 years of age, living in Arizona with the demonstrated ability to meet the criteria regardless of race, ethnicity, or gender. Artists who have no previous public art experience are encouraged to apply as a team with an experienced artist or design professional. Artists applying as a member of a team are not eligible to also apply as an individual. Artists who do not reside in Arizona may be a part of a team lead by an Arizona artist.

Selection Information
Selection Process
A selection panel will be convened to review the applications received and make recommendations to the Arts and Culture Commission. Members of the panel may include art and design professionals, subject matter experts, community members, members of the project design team, or City staff. Arts and Culture staff will facilitate the selection process.

One artist or artist team and one alternate will be selected for this opportunity.
 
Selection Criteria
Responses to this RFQu should be concise, well-organized and provide the requested information. Applications lacking the necessary information, or submitted past the deadline, will not be considered.
Evaluation Criteria:
1. Demonstrated artistic quality of previously completed projects (20 points)
2. Potential to create an impactful design suitable for this project (15 points)
3. Demonstrated experience in community engagement and
collaborative design work (This can be described in your Letter of Interest or Resume) (10 points)
4. Experience completing projects of a similar scope and scale (5 points)
